Athens Becomes First Greek Municipality Joining Open Government Partnership

The Municipal Council of Athens voted on July 30 2025 to adopt the city’s first Action Plan and Strategic Vision under the Open Government Partnership Local initiative. The move commits the municipality to four years of work on transparency, accountability and citizen involvement in policy decisions.

How the plan took shape

Officials reached this point after months of public consultation and four thematic workshops held on May 17 and 18 2025. Residents, elected representatives, academic staff and civil-society groups met to discuss priorities and shape the final list of commitments. An online consultation platform also gathered written comments before the council meeting.

The resulting 2025-2028 Action Plan focuses on practical local issues. It includes measures for universal physical and digital accessibility, steps toward energy democracy to reduce household energy vulnerability, a new platform to match housing supply and demand, and stronger rules on transparency and public accountability. The accompanying Strategic Vision describes a city where residents act as equal partners in policy making rather than passive recipients of services.

Oversight now rests with the OGP Local Team, which will track progress, resolve problems and publish regular updates.
