Athens City Council Approves 2026 Water Rate Adjustment Affecting Household Utility Costs

The Athens City Council voted 7-4 on July 6 to approve an adjustment to municipal water rates under the 2026 budget revisions, applying the new structure from August 1 to all accounts served by the city utilities department.

The change addresses documented needs in the 2025 infrastructure assessment report, which identified 18 million euros in required repairs to pipelines and treatment facilities over the next five years, with part of the funding to come from rate revenues rather than general taxation.

Changes to Monthly Household Expenses

City utilities department figures show that a household consuming 12 cubic meters monthly will pay 4 euros more under the adjusted rates, while larger users such as families with gardens or multi-person homes will see increases scaled to their consumption volume.

Local advocates note that the adjustment replaces a planned 2 percent property tax rise considered earlier in budget talks, shifting the cost directly onto metered water use instead of spreading it across all property owners through the 2026 operating budget of 312 million euros.

Policy analysts say the structure maintains the existing tiered system, with the first 6 cubic meters charged at the prior rate and only usage above that level subject to the increase, which limits the effect for low-consumption single-person dwellings.

Next Steps for Implementation

The legislation states that updated bills will be mailed to all 48,000 accounts by July 20, and the city utilities department will hold two public information sessions at the municipal building on July 15 and July 22 to explain the calculation method.

Projected revenue from the adjustment totals 1.2 million euros in the 2026 budget, which the council has allocated specifically to pipeline replacement projects in the Kypseli and Pangrati districts beginning in September.
