Athens Rezoning Plan Transforms 180 Hectares of Tavros Factory Land
City planners have advanced a rezoning application that could convert 180 hectares of former factory land in Tavros into mixed residential and commercial zones by early 2027.

City council documents released on 6 July show the rezoning proposal for Tavros will go before the Athens urban planning committee on 22 August.
The timing aligns with a wider push to ease housing pressure in central Athens while EU recovery funds continue to flow into infrastructure upgrades around the port corridor. Tavros sits between the Piraeus freight terminals and the main Athens ring road, yet it has stayed off most investor maps because of its heavy-industrial zoning that dates back to the 1970s.
Local anchors already in place
Two fixed points give the area its emerging shape. The Tavros metro station on Line 1 recorded 4.2 million passenger trips in 2025, according to Athens Metro operating data. Three blocks east, the Konstantinoupoleos Street market hall reopened last November after a municipal renovation that added 28 small retail units. Both assets sit inside the proposed rezoning boundary.
Current rules still classify most blocks along Leoforos Athinon as light-industrial. The draft plan would allow buildings up to eight storeys with ground-floor retail and upper-level apartments. Existing tenants at the old Hellenic Vehicle Industry site have already received notice that leases will not renew after December 2026.
Price evidence and next steps
Bank of Greece residential transaction data for the first quarter of 2026 put the median price in Tavros at €1,920 per square metre, still 35 per cent below the Athens average. That gap narrowed by 8 percentage points in twelve months as three small funds acquired 12 separate plots totalling 4.8 hectares. Planning officers expect the final zoning map to be gazetted no later than March 2027 if the August vote passes.
Buyers or developers considering early moves can review the full application file at the Tavros municipal planning office on 14 Iroon Polytechneiou Street until 31 July. The same office will accept written submissions through the end of next week.
